Of course it wouldn’t be as successful as it is – that’s where the biggest evangelists are and where the most successful (and most publicized) Gov 2.0 initiatives are. I would venture a guess that with Steve’s full focus, we’ll start seeing an upward trending line of state/local participation. Coincidentally, I also think that stakeholder group also has the most to gain – be definition, they’re more segregated from other similar groups of people so they would benefit most from exposure to, and collaboration with, other similar government agencies going through similar problems. I’d look for a lot more attention on the state/local gov crowd.
